I know this may sound stupid, but your playing Caesar 4 right?
You would have a lack of housing and an unempoloyment problem if you have built too many industrial buildings but have not built enough houses so that the people can move into your city and fill the jobs in the industrial building that you have already placed.
If you continue to build industrial buildings but dont provide the workers houses, then the people are not going to come to your city and fill the vacant jobs in your industrial buildings. Build the Insulaes to house the workers in buildings such as the lumber camps, quarries etc, and you build the next button over from the Insulae (I dont know why the name eludes me for the moment) to house workers for places like the clinics, theaters etc. If you build massive industrial buildings an only build the two highest forms of housing then you would have no workers for you city because neither class of those people are going to work in the factories or fields.
If you dont build your houses in desirable areas then people will not move into them and then the jobs in the industrial buildings will stay vacant.
People dont move into houses if they are in an undesirable location (near to the industrial buildings), or if they are not connected to roads and other reasons.
Click on your houses and see what the information box in the lower right corner of your screen says, it should show how many people are living in that house, or if there are none, it should be telling you why there are none, such as immigrants on the way, or undesirable location etc.
I have no idea what you mean by the -5 happiness, I must not notice that in my games for some reason.

U have a desirable city and people want to come to it, but u have to lay down more houses, or improve conditions of existing ones. Usually a plaza tile here, a garden there, is more than enuf for insulaes. House tip is AWESOME, tells u exactly what u need.
High unemployment? Evict some insuales. If they small, each have 70 plebs living. Count how many unemployed plebs u have, divide by 70, that's how many houses u have to evict  . I LOVE EVICT button :D :D :D

Press the play button! Let the game run 10-15 seconds.

This sounds like CivCity Rome to me, wherein you can have homeless inhabitants of a city (lack of housing) and happiness is shown numerically from +100 down to -100. (-5 happiness)
So, just to clarify, you are playing C4, right?:o
Assuming you are, if you have built massive industry, and plebes are still unemployed, check to make sure the road runs from their houses to the industry. Unemployed Plebes should immediately fill vacant jobs you provided. The only reason I can think of is they may not be able to get to the area?
BTW, you can build massive industry (farms, wharehouses, workshops, et cetera) and still have a bunch of unemployed Equites - since they only do the skilled labor. So make sure which type of people are unemployed and make those types of jobs
Just guessing - hope this helps!

hahahahahaha, yeah that's actually what I was thinking when I asked if he was playing C4 or not. It doesnt quite sound right to me for C4.
