Narona - Need Help

I desperately need help with Narona. I can't seem to get my prospererity up to 50 no matter what I do. Most of my villa's reports they need more entertainment, yet they are surrounded by entertainment with no spare room to put anything else. I'm at my wits end here with this city because otherwise I'm doing pretty well ...Culture 53, Security 60, Prosperity 40..needs to be 50..Favor 98, Population 4990, with Denarii 12231.

If anyone has any suggestions, I'd be most grateful. Thanks

U just have to upgrade those villas to highest level posible. Make sure they have every type of service supplied. In narona i believe i had 8 large estates plus some medium ones, small estates, 15 patrician housing total. They didnt develop very nice cause i kinda thrown togheter the houses whitout too much planning. Final prosperity 52. Here's some pics:

If they lack entertainment check with the overlays which one is missing, you could have forgotten actor guild, gladiator or animal trainer guilds, have you weapons for gladiators and meat for trainer? otherwise they will not work.

You have a fairly large population. Is all your other housing at max level? You may have to wall in your dormus to bring them up.
