Well, I restarted Carthago tonight. I made a point of going slow and staying out of debt this time around.
I saved all my gifts for a run at victory at the end of the game once I had met the other game ratings. By this time favor had slipped down to about 26.
I did notice that the demand for grain and vegetables came after January each year, and I had made another point of having mutiple granaires setup accepting mostly those items and a little meat. That way I had enough on hand to immediately fill the demand. When I did this I noticed that my favor rating did go up by one. Long story short, as soon as I had the other goals met, I made a save, sent a small gift, then waited a year. Then I made a save and sent a large gift in three successive years, one large gift per yer only making a save before each gift was sent. I finally got the game close and sent to medium gifts and finally got favor up to 63.
This version of Carthago is a bit more modest than my previous attempt.
So its on to the Empire now that I've played all the Republic cities.
