Everyone is going to have a lot of trouble with this most difficult scenario, so I'm going to spill the beans:

Place 6 insula and 3 domi Supply water, safety, odeum, clinic, school. Jupiter shrine Place glass diggers camp, clay camp, wood camp Build glass factory, pottery factory, furniture factory Go take a nap

When you come back, you'll find that you won in February of the second year! All the goals except for security are met by October of the first year. This, by the way is playing on hard difficulty.

These Republic military missions are just too easy!

Lol... Tarraco was wierd for me. I thought i was going to have to spaz out on exports in order to gain the funding needed to repel invaders and ended up maxing out almost all exports... 8 pottery, 8 glass, and 5 weapons factories all churning out stuff...

Now i find out i can beat that scenario without even laying down a farm? >_<

Ok- I played it your way yesterday and finally won. HOWEVER, you do have to add two markets (Basic and Luxury) once the Production factories fill up, and then you do have to lay down some fields and a Granary and a Food market. otherwise everyone emigrates. Also, i ended up having to put down two villas to get my Prosperity up to where it needed to be. You have to keep adding some things to keep unemployment down, but that was no biggie. I did win in exactly 2 years.

So this begs the question (which I have posted in a new thread): what is it that causes armies to invade, and caesar to rqust/demand??? The way i played before, i was getting invaded within the first year!!! I couldn't win because i literally could not get my Heavy infantry (need 3 of them!!) up fast enough. And i kept going broke doing it. Finally i had to resort to here to help me out.

I now call this the "Grumpus Method." It does NOT work for "Commerce" campaigns. Those are the ones with high Prosperity. I am currently trying to create my own formula for these. When I do, you can be sure I will post!!
