Here is a mod to add many new powerless buildings.
Only language file is for english, sorry.

I finally got to play with it. I'll be honest, the mod feels hackney. The way it is, it adds a bunch of enteries in the menu that are named "Powerless *name*", but they aren't the only powerless buildings in the menu which makes it seem unpolished and it adds lots of duplication which makes it feel hacked in. Maybe instead they should be named as such they will sort with their respective building by naming them "*name* - pwrless" or something and maybe that will help make them fit into the menu better and hide the duplication by breaking it up so it might seem more like different versions instead.
For me, I would rather a mod like this just over-wrote the orginals in my game as in I won't use the powered versions anymore, in powered or unpowered cities, since I don't think most of these buildings should be powered in the first place. And I don't need to query the building to see the word Powerless in the name.
Maybe the final version of the mod there should be different versions for those that want a powered and non-powered buildings and a version for those that want those buildings to be powerless period.
About the public clock, it would seem to me if it's a mechanized clock, then it needs to be a workplace for 1 worker seven days a week instead of an electrified, thus powered, clock as a decoration.
Also I would add the haciendas and the butcher shop to the roster. Haciendas because I can see them as very rural buildings. And my great grandmother used to talk about her childhood (she moved to the midwest in a wagon even) and how certain businesses used to be important but arn't now, like the butcher because not everyone had refrigeration but the butcher had an icehouse for storing meat.
For now, I'm going to pass on this because I don't like what it does to the menu. I could do the changes myself but I would rather feedback to you to make a good polished mod. Or is this good enough for you and are you finished?

I can update the names so they line up, didnt realize it.
I played for about an hour and thought it was ok but it would be better if they matched up with the other buildings like you say
This is a quick hack, 30mins or so just to see if it works and to get your feedback.
The missing buildings werent in the buildings dir and I didnt go look for them.
AS far as replacement I dont think I'll do that.
I'll update it soon with new names so you should be able to play and changes will be ok

Sorry I havent done much on this (or any modding) been playing and enjoying the game..
I really like having it powerless - name, it enables the name sorting so you can easily find the powerless buildings, if anything I would do for that is rename the original powerless buildings.. powerless - name.. so they all match.
I think everything works/lines up well, playing with it seems very nice, even with my big powered citys I still place plety of powerless buildings.
I will be updating it, once I can stop playing.
