Having trouble making a SCSpack file

I have created some terrains for use as plazas, ect., but I'm not having any luck creating the SCSpack files for them. I have attached all the files for one of my terrains that I'm using. It would be greatly appreciated if someone could tell me what I'm doing wrong.

I believe you've named your text file wrong. In text xml file in the install file you've named it: SC5A_CAL_redpavingstones.xml
but the file that you're actually adding to the Localization folder is named: SC5A_CAL_redpavingstonesText.xml

Change the name in the INSTALL file and it might compile into the SCSPack file.
