Can we use cheats ?

I've just ran Colonia Agrippina online and got to 12,000 plus and the trade routes won't support a bigger city - I can keep donating my salary or raising taxes I guess, but that's not going to support double the population. There is a point of diminishing returns on the population games - how do you keep from going broke? Can we use the Denarii cheat ?? Do we get to see the winner's city to see how it was done?
