Little blue dots?

This began appearing with one of the latest patches, I don't remember which... It's those little blue dots that show below the price of a building in the build gallery. I thought that they represented the level of maintenance required of a building (since they only appear in the strategic modes), but comparing the number of dots with the actual maintenance has left me baffled, since there doens't seem to be a correlation. What do they mean?

I'm pretty sure they represent the matainence cost by simoleon, not rate. If a really inexpensive building has a "Very High" daily maitenace cost and it is equal the a "Very Low" daily matainance cost of a really expensive building, they will have the same number of blue dots.
