Perhaps a karma/respect system could be created for trade - traders active in direct trade could gain points for each transaction.
If the trading system that allows people to fill boats for each direction is proving difficult to implement, perhaps a karma/respect system would be easier?
Each boat you send gets you a point to spend or keep. As you build a bank of karma/respect points, you gain "respect". Perhaps even in the form of a leaderboard?
If someone does not finish a trade with you, you could dis-respect them (lower their karma/respect rating) by spending YOUR points to reduce their points. edit - you should not be able to disrespect someone without having sent a boat to them - perhaps limit the amount of disrespect by the amount of bread value of the items sent? And keep in mind whatever disrespect you send would be subtracted from your own respect bank
You could also increase others karma/respect by sending them more respect from your bank.
