I'd like to be able to send my trade partner X ships, in return for whatever consideration.

Don't you think it's too easy to (unfairly, imo) jumpstart your friends that way? Sending ships to your OWN cities, on the other hand, I could support.

Am inclined to agree, allowing people to trade ships would make cedar even less useful than it already is since trading partners would then only need one set of ships between them.

Ships are easy enough to build if you have cedar access, dont see any reason to change this.

If I got 200 Jewelry per ship I'd be selling a few.

Bricks are easy enough to build, and you don't need an outside source of clay. Yet, you can trade bricks. How are ships any different from any other product you make from 2 other products? You can trade bread, or baskets, or pottery. As for making cedar less valuable, the number of ships in the world wouldn't change, which means the amount of cedar needed to make those ships wouldn't change, either.

Well, I've been lectured about how that's what this game is all about, making friends and helping each other and being social. I don't think the game creators could now claim that using those social contacts is unfair.
