All Required Material in One City?

I looked and could not find an answer to this in the forum, although I suspect it is in here somewhere.

Do you have to have all of your required material (bricks, cosmetics, bread, etc.) in one city when you start your third (or later) city?

Yes, only your capital can hold the items for a third city, you can't split between two.

And your Capital is your First City. You cannot move your Capital.
