I went to look and i clicked the building plot and it says it takes 24 hours and 6500 limestone to make. so can i make one? and if someone does make one can it still be tooken?

Short answer:

Yes, they can be made. If somebody else conquers the plot, it will be destroyed. But, the monument apparently improves the morale of your troops (per the message when you click on an owned plot) which presumably makes it harder to take in the first place.
