I have some limestone stuck under-water and am unable to complete my lighthouse. Is there any way to recover?

Howdy, Kika!

Ugh. I don't have Alexandria, so I can't look at your save. However, as a wild guess, these situations in COTN can usually be solved with larger numbers to change the trigger away from the sunk limestone.

Easier with quarried limestone & much more difficult with imported DOP limestone.

Put the Overseer on another job, one that laborers actually do. You should have specific laborers that are attached to the limestone block & deleting them might help. More laborers, rather than less. You even might try deleting all of your laborers & rebuilding after sufficient wait time for the game to forget about the trigger misfire.

You could even try building a Very Small Pyramid to change the trigger to that. It probably won't be completed, but hopefully your Lighthouse now will.

In this game deleting Barge Landings can really cause a lot of problems.

Of course, deleting the Lighthouse & rebuilding always works. ;)

lol - thanks for the quick reply. Here is the long sad story of what happened:

Lighthouse side is *very* long way away from everything by land, not so bad by sea. All materials are imported.

Lighthouse taking a long time to build.

I decide to build a barge landing by the lighthouse to "speed things up" (note of irony here) :D

I see a bunch of laborers "stuck" at the barge landing by the village.

I delete the barge landing, the move to the next one ... and get stuck. (repeat for 6 barge landings). Delete barge landing by the lighthouse. At this point, I have enough blocks in stock to finish, but of course without landings, merchants are not coming to the village with more.

Crews are now moving blocks underwater (!).

They get stuck.

I target each one, kill their family and burn their house. That will teach the others not to get stuck and then go protest about it!

I just let things run for awhile ... but nothing changed. I will try a few of your suggestions and then I may just restart the city, lol.

Looks like the barge landings you deleted hung it. I tried deleting the lighthouse and laborers started hauling to it, but the block in the water & two by city still has their trigger on.

Only thing I can recommend is try a early save if you have one. Otherwise re-activate Rome & Athens for more fine limestone & place a barge landing & two dedicated DOP's close to the lighthouse & delete it & re-build.

Nice city by the way. Maybe someone else will look and find something I missed.
