Does your computer meet the recommended specs for running SCS? What video card do you have? Some video cards are not compatible with SCS.
Also, is this a full version of the game?
Post a screenshot to show what's going on in your game.
To make a screenshot, press the "Prt Sc" button. Screenshots appear in your SCS User Data folder.

I'm wondering if it might be a graphics card issue. There were earlier posts of problems with SCS running on that video card.
Check if you meet the full requirements on this link:
http://www.systemrequirementslab.com/referrer/ea_uk
Select "SimCity Societies" and the system specs should show up and you can check if you meet the requirements.
Another thing I'm wondering about are patch versions and language scripts. Did you install a patch after installing SCS: Destinations? The last patch was Patch 5 for the regular SCS. SCS: Destinations is the final build of the game and requires no patch. What localization version of the game do you have (is it UK, US, etc.)?
Try uninstalling and re-installing.

I check the test... My computer passed the test.. it has minimum, so the game must work.

I tried many times uninstall and reinstall but nothing change :S
and, I'm playing Crysis(medium graphic levels) and Call Of duty 4 (full graphic)
And I'm playing City Life World Edition.
What can I do?

Did you patch the game after installing SCS: Destinations? Note that the last patch was only for regular SCS.
Have you checked this with another computer? SCS doesn't seem to like laptops.

I'm not a comptuer tech person, but I think that could be the issue there. SCS: Destinations does *not* need patch 5. If you installed patch 5 it might have copied over SCS: Destinations files. You might need to do a complete re-install if that's the case. Uninstall and delete all associated SCS files left over (including stuff left in the Application Data [a hidden folder that you need to set viewing ability to see in your main harddrive]).

What you didn't say is if you installed patch 5 or not. If you have SCS Destinations DO NOT install patch 5.
Also, where did you buy your disc from? If you buy SCS in some places where it's not localized or officially distributed, you might accidentally be buying a pirated version.

it is official dvd. I Bought D&R Store in Turkey.
I have SCS Dest. and I don't install patch 5.

SCS doesn't seem to be "officially" distributed in Turkey. There's no localized version for Turkey nor an official site in Turkish...
If you know a bit of XML editing and have a program to open up XML files, check through the XML database to see if there's something up with the coding.
One other thing - Now it's been a while since I've re-installed SCS, but did you do anything with the language settings when you installed? The missing strings in the descriptions look like a localization text issue.

and "If you know a bit of XML editing and have a program to open up XML files, check through the XML database to see if there's something up with the coding."

Go to your main install folder. Go to the Localization folder. Open up the en_us (or en_uk if yours is UK), enter the ObjectText folder, and open the BuildingText file with a notepad program. See if all entries are in there.
