I downloaded the mod pathswhitefence;but would like to know if anyone can change its color? It would be nice to have it in either black or brown.

To edit textures, all you need is a good paint program (although basic things can be achieved in the regular MS Paint that Windows comes with). :) Note that SimCity Societies texture files are all .PNG files.
The associated files of the original game are found in the Textures folder. If you want to edit files from mods, you will need to find them in the Application Data folder of your harddrive. Application Data (or Program Data in XP) is a hidden folder so you need to set your folder viewing capabilities to also view hidden folders. The SimCity Societies folder in this one is a mirror image of your main install folder, except that this one is for mods. Go to the textures folder and find the associated mod file.

Thanx for replying so quick,but i tried to change color myself and when playing game it still shows as white fence.

What file did you try editing?
Also, state what steps you took. You may have made an error somewhere.
Here's a simple way to do retextures without dabbling in XML:
1) Make a copy of the original associated PNG texture file and paste it in the same folder; just add an extra number or letter after the file name so it stays in the folder and comes right after the file you want to edit.
2) Edit the original texture file using MS Paint, Paintshop or Photoshop to your liking.
4) Load up SCS and see your changes.
This is how I "test" my graphics changes before I put together the XML files. Note that if you do it this way, there's a chance that the "preview" of the building (the building before you set it down) will only show the original textures. Plop down the building and the texture should change to the modded file. Not sure what causes this.

I think i am not very good at the paint program so i think it is the pictue itself!

Even if the picture is "not good" it still should show in-game. Would you mind telling what steps you took? :)

I copied the picture,opened in paint,it is a white fence so i inverted the colors then saved it.I than tried replacing original in game pic with it,but it still shows as white fence when placed in game.

I have been trying to do it from the portrait and portraitcard.The person who made it seems to have used an xac file that i cannot open.

I see. The Portrait Card is just the icon in the build menu. It's not the actual graphic itself. What you want to find is the graphics "texture." This should be in the Data / Graphics / Textures / Buidlings file.
"XAC" is the format for the 3D building model; there is no means to edit the building model.

I have looked in those files,but unfortunately there is no building texture for this fence.Am i out of luck,or can someone work with the xac files?

It really doesn't have anything to do with the XAC files. XAC files are the building models, which cannot be changed.
I think there aren't texture files with this because the modmaker simply created a new XML file, but re-used the older texture files. I'll take a peek in the XML and see what file it refers to.
