The easiest way to do this and have a bit of a challenge is to run the game on "Normal" mode. This will let you get a feel for how to manage a city as you also make it grow and expand. :)
I suggest trying for a Romantic City at first. They're the easiest to build and manage and you won't get frustrated. The "Small Town" is also quite easy to handle as well. I find the Industrial and Authoritarian to be the most challenging, but the rewards can be fantastic when they really get going, particularly if you suppress booms and busts with a command economy in the Authoritarian mode. (Otherwise what happens is you can get the occasional "Bubble", and then your treasury spikes high and then loses a pile of money later on.)
Also, look for synergistic effects among buildings. For example, in the Authoritarian mode, a lot of the buildings which are government-focussed tend to feed off each other when it come to Simoleon generation. If you cluster them all together, you will find the Simoleon generation will rise. :)

if you want to make money, you're going to have to pay attention to the number of homes vs. the number of jobs in the city. the number of each can be found under the homes and workplaces build icons at the bottom of the screen.
you'll always want to have pretty much the same number of both. because having too much of one without enough of the other is a waste. for example, take workplaces which are your city's main source of income. if you have too many jobs available but not enough homes to support workers, you will not be able to make the max amount of profit from your workplaces.
so pretty much, just keep the amount of homes and workplaces equal and you will always make the most of the buildings in your city. also keep in mind, the more happy your workers are, the more money your city will make.
you might want to take a look at this. it should help: http://www.youtube.com/watch?v=RaUGW62ZA5E

At the start don't place homes or venues that spawn criminals. No one likes getting mugged. So no State housing Blocks or Dive Bars. If you don't have criminals or arsonists to start with, you don't need police or fire stations for a while.
Use nice healthy venues like Soccer Pitch, Botanical Garden.
Give them something to buy, a Mall for example.
Give them a hospital, they will be unhappy if sick.
Place homes, venues and workplaces close to each other so the sims can get to them easily. Walking distance is best. Leave a space round the side of each building so they have shorter to walk and this also means that the buildings with more than one entrance can be used efficiently.
Churches are only open for a short time, so when sims are at work, they are not being used. Sims that work at weekends will never get to them.
Look at the datasheets for each workplace. Some earn more than others, so use these to start with so you have a happy profitable city. Be aware that some workplaces have the "red button" production drive. This will change the income from them every so often.
Once you've figured this sort of thing out you can then specialise, and experiment with different city styles.
