I just installed the 64bit Windows 7 Beta and Hinterland is saying it requires DirectX 9.0c or later to run. Is the game not able to detect DirectX 11?

My guess would be no, since that beta just came out recently.

The game can't use DX 11 which like DX 10 is missing files needed for the game. Running a beta operating system it's not a good idea to install DX9 since the operating system is not a finished product and may become unstable.

you need to run the most recent directx packages from MS. Just goto microsoft.com/directx and download the directx9 web based installer. It's a bootstrapper installer that will pull all the latest DX9 libraries.
Contrary to common belief, DX 10 and 11 don't include all the new stuff for DX9. New DX9 libraries are created every few months, and it still requires an update in order for newer games that are using those libraries to function.
Dollar bet says you update those and it'll run on Windows 7 just fine.
