Why is my city rating jumping beyween 4 Star and Worl Class?

I am used to the rating changing back and forth between 5 Star and World Class but now it is changing back and forth between 4 Star and World Class.

My Health, Pollution, and Crime ratings are excellent and not changing. My treasury has over 600 million in it and is not fluctuating.

What is going on?

Apparently, an Ozone depletion was responsible for this dip in the rating.

There have been a few others but the categories are too broad to pinpoint all the causes. "City Environment" can cover a multitude of sins.

At the moment, a new problem has appeared among the workers, making it top priority for attention. After a long, long period where happiness did not dip below Content, I have a rising number of Sad workers. Today, I had my first Angry worker. I haven't a clue as to what underlies it. I followed one around for days and she was having a ball, lives in a luxurious high rise apartment building, goes to the opera and the sports stadium, lives near work, lots of quality restaurants nearby and visits them frequently. She is the one that turned angry. I should live like that.

What percentage of your city workers are below content?
If you have less than 5% of your total workers I would just let it ride and see what happens, it could just be a random fluctuation.

No, this is not a random thing.

For a long time, there were no Sad workers. Then suddenly, there was 1 and within 2 days the count was up to 7, then one of them turned Angry. I don't know what brought it on but there was a cause.

I followed a worker, for several days, as previously reported, I find no reason for the sadness.

Latest update:

Angry became Rogue and shut down Financial Building.

Found one mention in news ticker that City is feeling resentful about citizens being ignored due involvement with tourists.

Nothing has been taken away from workers but tourists visit city venues.

I would guess that that poor sim had a run of bad luck selecting Venues that it could not get to, possibly due to increased traffic from travlers?

Has the sad count cintinued to increase?

No, the Exercise Gym ploy seems to have turned that around.

All workers are now now content or better.
