Bureaucrats played a major role in the governments of many ancient civilizations, even if the monarch theoretically had "absolute power." Will there be a sort of bureaucracy in "Children of the Nile" that you can assign to run certain aspects of the government (like collecting taxes at certain periods, leading troops, or performing certain rituals for the gods)? Or how about making it more conceptual? For example, assigning skilled, well-paid bureaucrats to monument construction would speed it up a bit. At the same time poorly paid bureaucrats could "borrow" money from the city coffers to simulate corruption in the bureaucracy. ;)
