Tiny typos in 3rd mission

Commander "internal security" setting is actually "city guard"
Overseer "construction" isetting is actually "oversee construction".

I found 1 typo in 1st tutorial with the "is" word, but let me roll back my saved tutor games then post in here for you guys to fix it later.
