Blurry GUI?

Im not sure whats going on with my retail boxed game. I loaded it up and the GUI (in game control panel) is all fuzzy or blurry. [see screenshot]

Is there something I can do about this?

The rest of the game looks pretty normal to me, it's just the control panel is all fuzzy. And NO, thats not jpg compression that has caused that in the screenshot, thats with 99% quality saved jpg file.

I have a P4 2.8Ghz HT
1024MB ram
Radeon 9600 (256mb memory) Latest catalyst drivers

Any clues what to do?

FIXED. Sorry, my bad. Apparently while attempting to play Rollercoaster Tycoon 3 and trying to get decent performance out of it, I had used the catalyst control panel to turn down all the options to make it better for performance, so I just turned them all up to maximum quality and now the gui is clean and clear again.
