Priestess has been throwing up this issue before, but I liked to discuss the whole thing in a seperate thread:
I've been observing my latest city (Henen-Nesu) and some things I noticed:
- Somehow dropped cargo from other cities end up as a sledge in the form of a local barge. In the first attachment on the right, crossed the path. As you can compare it with a 'normal' local barge, second attachment.
- When I clicked the 'burried ship' the interface tells me it's a sledge  Strange thing one. The icon above the ship says "Deciding what to do", so the shrugging guy, while the interface says "Travelling". Strange thing two.
- The sledge on the left, that one with fine limestone (first attachment), says the same, but it's not transformed into a burried barge.
- Laborers do not try to drag those two "sledges" to a DOP. (See third attachment) They only pick those that are being dropped by the ship with the next shipment.
I attached the saved game as well, for more examination. :)
[Edit] Oh one other thing (same city): after I finished two pyramids on the side of the city, I wanted to try to build a new one on the other side of the river. As you can see do I have local barges, and I do have a Barge landing on the other side of the river. The (fine) limestones is being prepared at the DOPs to be hauled to their new location, but somehow a couple of laborers like to 'moonwalk' in the barge landing's house. The interface says "Hauling" and the animation of the laborer show he's walking. Even after deletion of the construction site or giving the overseer the order to quarry more basalt. :S
