Each military situation may require differing types and numbers of the varous troops you can raise. If any envoys or goods are involved make sure you have enough as indicated in the resource section of the left column of the WL map when you click on the raider's site. If you click or hover on the troop icon in the resource section it tells you what type of troops and how many of each you need to defeat the enemy.

You may also need more than one ARMY or NAVAL commander on some military quests to be successful. The number of commanders required is shown on the screen that appears after you click on the dispatch button (the finger pointing hand) next to the resources when you have enough to do the job.

Are warships required? Do you have them? If not you need cedar and a shipwright and naval commander to build a ship.

In this scenario, the only option I saw is that you need to sent the goods to make them stop. Eventually, they might reappear, so you'd have to sent the goods again... or... hmmm... there is a mercenary camp somewhere ;) Otherwise, keep the city guards prepared!

As nileplanckton says, hire some mercenaries to take care of the problem for you. Also, hiring the mercenaries opens up a few interesting trade possibilities!
