This may be a bug and I searched for solutions for this in the forums but I don't think this has been addressed.
I have witnessed women with food go to shop at a commonwares shop then come back with nothing but the food they left with. The shop will have adequate wares to sell but for some reason the women dont buy anything. They just turn around and go back home. They seemed to have plenty of food. Im sure the mats dont cost more than 18 bread.

It may be that they don't have enough food to barter a purchase with at that point, but the "shopping" behavior is already triggered when they leave their homes. Did you check to see if that house was complaining about food?

Check what kind of food she really has. Food type is also important.
Shopkeepers will only barter their goods for farm foods: bread, lettuce and onions. If they wanted pomegranates, they'd go pick them themselves and save the effort. If the farmers are bringing 18 pomegranates to barter, No Mat for You!

And sometimes, release your foods to Farmers and Nobles to stimulate the economic runs.

Were they trying to shop at night? I noticed that sometimes, shops will "close" at night, thus nothing can be bought or sold until daytime.

Has anyone noticed "night" seems to go faster than "day"? Watch the sun set and it goes slow slow slow then BAM drops below horizon...

I have noticed the same behaviour as well. I have lots of shops with "many" wares, but if anybody tries to buy, they just won't sell.
This is happening more and more when the shop has more than 100 food. Could it be because of some kind of limit of food a shop can have in stock?

My elite citizens sometimes buy 8 luxury waves but 0 common waves...
I don't know why they don't go to buy common waves even if they have much money to but luxury waves.(My common shops are located near the luxury shops)

Hmm...I've never seen a "luxury wave" before. Sounds like something the Queen of England might do. ;) :D

No. My shopkeepers have 500 food in their stocks.
Has anyone taken note of what times the people go shopping? As I mentioned earlier, shops seem to "close" at night and not "open" until daytime.

You were correct. The shops seem to close between 6pm to 6am. They may actually stay open later than 6 pm but they definately arent open before 6 am. Thats why people were turning away. :D

On Harvest day after the 7:20pm payday is distributed I've seen farmers go out to shop plenty of times.

It seems that shops close around 8 to 9 PM. I've only seen this behavior a few times so I can't definitely confirm it. But it does definitely appear that shops do "close" at night.
