You need graduates to fill those positions. Since many scenarios start with only one graduate you need to use that one for a priest. I usually leave that first priest to cover "all services" initially and after not to long you will get some grads (just make sure the priest is indeed visiting the school). If you want grads faster then leave the priest to educate students only until you get a few grads.

Yes, the first one you need to build is a priest apartment. If you have your one and only graduate decide to become an overseer, you are, in a word, screwed, because only a priest can make make more educated citizens.
Make a priest and a school, set your first priest only to educate students, and ignore the whiners who want you to service shrines, funeral homes, and clinics til you have at least a graduate or two.
I usually don't make my first non-priest til I have three priests. Then I make a scribe. Hopefully by now I have my prestige up a bit through palace improvements to get an overseer in place as well.

I believe a graduate comes up the moment you build the palace.

Give it a little time. Usually a grad will show up with your first few noble houses.

Not sure about cheats since I don't use them, but if you have a priest devoted to teaching an a school then you should have grads in a relatively short time. The only thing I can think of is whether you have high and middle class families to provide students. I know it sounds silly, but do you have estates and luxury shops? They provide the bulk of the student pool.

Besides, it takes time to get grads. He has to teach them for a set amount of time before the graduate. (i cant rememberhow long hta is though...) But just wait, As long as he is teaching and somebody is there learning, somebody will graduate in time. Patience is the name of the game here.
and make sure you have nobles and luxury shopkeepers.

building a papyrus maker can accelerate teaching through papyrus.

As mentioned in the other posts, use the first graduate as a priest. Set him to teach only. Build a school nearby. You may want a papyrus maker or two to helpe things along. Then you will need either some nobletownhouses that have children or some luxury wares shops. These types of shopkeepers send their children to school as well.
Then it is just a matter of time before you start getting some graduates.
You want to be working on raising your prestige level in your city so you can start using more and more graduates in priest, overseer, commander, an scribal jobs in your city.
If you don't raise your prestige you'll be limited to a low number of jobs these graduates can actually fill.

I would check to be sure the priest is providing education at the school and that there are students (you'll need nobles and luxury shopkeepers for future students). If he's teaching, then all you need to do is wait, it takes some time though.

Once you have
- priest
- school
- papyrus
You need item number 4:
- patience
Graduates take time. Sometimes you get one right away; other times it seems to take forever. It's a variable and we can't tell you exactly how many seasons to wait. Sometimes you get a supergenius who graduates right away, and sometimes you seem to get all the noble kids who need the short caravan to get to school.

It's also important that your priest have TIME to teach. ie, his house to be situated relatively near the common and luxury shops as well as a bakery, so he doesn't spend all day running errands.
