I have
Athlon 3.0 + 2.16 GHz
512 MB of Ram
64 MB shared video memory

Question:
From what I see, I should have maximum graphics in the game. But in the game, if I put best graphics, it just slows the game down. Water effects only has the "low" option, and the sky only has "low" too! How come I can't see the moon, and those great water effects I see on the peoples usersets?
Can anyone help me? Do I need a program, do I need to buy anything? I really want to play the game with the best graphics.

The 64mb video card is minimum requirement. Your on board video which is sharing memory isn't the same as a stand alone card. If you want to see everything you need a high end video card.

Yep, your video card just doesn't have the "horsepower" to give you the good graphics. If it is a 64MB card, I'm guessing it is at least several years old.
