Actually, this is a photo that was taken during Operation Iraq Freedom and the message on the cardboard sign originally said "Welcome Marines!" according to the Marine pictured in the photo, but it has appeared with the message altered at least a few times by someone else. One of the messages caused a Marine investigation (http://snopes.com/photos/military/boudreaux.asp). I think this one is funnier though.
