Ok I'm not sure if these suggestions still make sense in a Caesar IV context, but these are 3 things I really would've liked to have seen in Caesar III:

3 Goods and food quota for warehouses and granaries
1 Planning mode
This is a mode where you can virtually built the city without actually building it. So you can more easily plan what goes where and so on without having to destroy and rebuilt areas as much. This helps with planning and give the city the best possible layout. I know people back then wouldn't have such a tool, but they could make planning drawings. You can start actually building the normal way or right click in the planning mode and say construct and that part of the plan will get constructed.
2 More options for granaries and warehouses, where to get there goods from
This way you could set a somewhat effective supply chain over slightly longer distances. Thus making sure every part of the city get's what it needs even if the goods are not locally found or produced.
3 Goods and food quota for warehouses and granaries
Allow to set quota for each granary and warehouse. So if there is a large local supply of a certain good that doesn't block other goods from going into a local warehouse or granary.
