and the enemy is now bent on destroying your town, how would this happen?
here's my idea:

the troops leave the garrison and prepare for defense outside the city
fastfrorward...
the legions are dead and the towers are down
now the city guards sound the breach alarm and the people panic like crazy
feel the emotion of people running about the streets, mothers screaming for their kids, and rich fat people falling down
senators and patricians are in chaos as some contemplate their fate while others prepare to leave
a few brave plebs rally and take up arms to protect their cities along with prefects and gladiators
the enemy marches through the city to the senate
the general enters the senate and formally takes over the city
if the player refuses, then the takeover is forceful
everyone is made captive, and those who resist die
soldiers loot and plunder buildings
this continues until the player surrenders

what yall think?

Most people play to win... if I am thrashed in a game I wouldn't want a long drawn out "I told you so!".

Rome... (since the senators are there...) Alot of people would have headed for the hills after the Roman Army was destroyed (unless its a civil war then they would just fling the gates open and welcome the victor and supporters of the other faction would bolt).

If this is a provincial city, more legions would be headed to the area eventually to take it back (if this was very late period most of the legions werent really field armies, instead were garrisons and thus would have been defending fortifications (usually fairly strong ones).

Gladiators wouldnt be trusted in such a situation.
