Rome wouldnt have got very far if buildings could only be built on flat areas. Buildings on slopes is characteristic of so many towns in Italy (and other parts of Europe).
TM hopefully (now that they are doing their own game engine) could allow buildings to be built on slopes. It probably could be done for moderate slopes by adding a 'retaining wall' skirting on the building model meshes.
An additional cost could be added to the buildings that need alot of/more skirting, and certain building types would be required to be built on flat ground.

That's how we got into that whole "Land Leveling" thread discussion. You cannot just build a structure on a slope without providing some means of leveling the foundation it's on either by modifying the ground itself or by building a foundation that provides a level surface.

Sure you can, Keith. This is what Woody is talking about. Necessary level is old-school. Woody wants the building to adjust to terrain, perhaps with an additional cost. A big one. A long time to construct also.
It was even done in Settlers, but something different from what Woody is talking about. The Diggers just took longer to level.
My only problem with it is that it defeats the tricky terrain types & kinda lets you build anywhere.
I've seen much crazier ideas posted here.
How about a totally flat map? (Kidding)

i don't know maybe you can compromise a portion of depressed land to build a structure. like you're creating a housing block. it's perfect but at one edge is a little cliff which messes everything up. unless you can extend the foundations at that edge just a little bit--we're talking 1-3 maybe 5 tiles tops, well your block is...

Good idea, so long as the engineering effort extracts a suitable and balanced in-game cost.

The basic model would have a skirting below the ground surface 'tile' that looks like a rock retaining wall. When the building sits on flat ground, the skirting is invisible below the ground level. If its on a slope the building surface is aligned with the higher part, the lower part of the slope exposes the retaining wall to view (and the top its buried).
They may have to do something a bit more complicated for there to be a ramp/steps up to the flat ground surface (integral with the building model) from the lower part of the slope. An animation of people going up the steps would be needed.
If they allow digging out to flatten areas, the retaining wall would be along the edges holding up the ground on the new vertical surfaces.
Streets up and down steep slopes should be steps (again using the new 'climbing stairs' animation). Wagons/chariots dont go up and down steps.
