I, and others, would love to have the ability to rule my empire as Caesar and not have the game end just as I assume the throne.

I've seen it mentioned before, but not lately. It was also mentioned many times during the days of Caesar III.

The way I see it this in the game would be a bonus after one completes the campaign game.

I could then make demands on various other cities of the empire, move troops to the provinces and wage wars (off-map) to gain territory, and all the while make improvements to Rome. This would require a city of Rome be included in the game, either pre-built or one you construct throughout the game, as I mentioned in another thread, where you keep coming back to the parent city of Rome during the campaign to add more to the city. As Caesar, problems would arise in the various provinces and I would have to shift resources and manpower to deal with it.

I'd like to see a empire map similar to Caesar II. As Caesar the game would be played on the provincial map level such as the one in Caesar II.

impossible mode in the campaign of c2 allowed you to continue as caesar..
but it was exactally the same (no reward) exept the emperor always regarded you as family (we should hope anyway since you were the emperor...)
and you had no annual tribute to pay or imperial taxes on your savings...
In c3 I wanted to play as caesar... Idea maybe as a reward for winning the game you get to control the city of rome... people want it to be in the game (some dont but too bad for them) and this is the perfect excuse

As you pointed out playing as Caesar in C2 was not different than before the end of the game. It just let you play until you occupied the empire map.

In this case, you would be Caesar. Making empire decisions (in a citybuilder manner, i.e., requiring construction of various things, forts, bridges, aqueducts, city additions, etc.) Your goal here would be keep the empire happy, not just your city.

A city of Rome, would have to be included for this sort of level. It would be nice if you could start the city of Rome yourself, in the tutorial. Then as you played through each campaign you would return to Rome as the "parent city" from time to time to play that some more and make additions and improvements thus expanding the city throughout the entire game and giving you something to rule from in the "Caesar level" of the game.;)

While building Rome, you would be "Caesar's engineer" and not necessarilly the governor of the province. That sort of thing would have to be worked out in detail some more.
