Building maps for sandbox is awsome if anyone knows if there will be one please replay, i would much need to know so would others.

All Caesar games, and such have one. Even CotN has (although not user-friendly). It would be a MAJOR drawback for the game if it hadn't one. So I would say yes, C4 will definitely have a map and scenario builder

Nothing official has been said as yet, but I'd be very surprised if Caesar IV did not come with a editor.

Map Editors are virtually a must these days. Although I wouldn't mind if they delayed the map editor and released it in a patch (didn't they do that for Caesar III?). Better to have a working map editor than one that's going to make you pull out your hair. ;)

*nod* I never felt dumb till I tried to play with the cotn editor........have no idea how you 'all did it.

Azeem, you are correct. The CIII editor came out after the game was released. It was the first CB game I know of that came out with an editor, and it revolutionized CIII, from a classic, to a blockbuster game. It had such a longer life for players with all of the wonderful new maps and scenarios.
For some the best editor of all time was Pharaoh with its looping and branching options. Personally, I liked the Zues editor where we could have colonies, and add voice pieces!
Like Keith and others, I can't imagine C IV without an editor (either with the initial release or shortly after release). I do hope it is easier to use than CotN if possible (I don't even begin to understand how hard it is to create an easy to use editor for these new games. Likely it is like working on new computer-controlled cars compared with a Model T Ford or VW bug.). I did not see a whole lot of fan created CotN senarios.
