I have two warships and I need a theird. I have 3 navy commanders but my shipyard says adequite ships and will not build another one. So what do I do?

Are you sure you have 3 navy commanders?

Is cedar wood being delivered?

yes have 3 navy commanders and 11 wood in shipyard

Try placing another shipwright and see if that fixes it

Best guess is Herodotus', Helle. A Shipwright's pier only holds three ships & a new one will not be built until one leaves. :)
