I love that city! :) Before I saw the screens posted in this forum, I only put buildings faced to the road, I didn't realise I could create town squares, but it's so good looking! ;)

Also, the learning tips that say that our first traveler has come to the city and left the city reappear every time a city is loaded, even if we had already seen them.

No, because I only want 2 medals to be transferred. And I can't see a reason for why this file should be encrypted, we can even edit the game files... :(

You'd have to launch Notepad as an administrator. Vista does not allow programs to save files in Program Files or sub-directories, if they aren't running in elevated mode. ;)
