Set a cap at +8 then.

I myself am finding craftmen kinda useless. They never seem to make what I want (helms/shields/swords) and what they do make is useless compared to what I can loot from enemies.

Weapons research

The top level in each craft path has a bit of research possible, but not a large amount.

Fletchers, if allowed to research, end up making +2 bows.

The armorer and weaponsmith also have research. Haven't yet mapped out what new goodie they end up making as a result of research.
