I can't save edited files?

I tried to alter my favor ratings (hey, I have an issue with the constant requests, okay?), and when I tried to save the New Constants file, it said the file was read-only. I changed that, but then when I tried to go from there, it told me that access was denied.

I've fought the Libyans and the Bedouins, but even though I have all the neccessary supplies, and the place is featured on the map, I am not able to ivade Buhen/Nubia, the screen is there but the button is not. I could really use that gold!

As you can see from my savegame, I've got just ONE MORE block left to put into the Lighthouse. I noticed said block was stuck in hauling by four laborers who just stayed in the same place, hauling to nowhere, so I removed a planned barge landing construction in front of them.
