I think you might be confused, speysider. The ATI Radeon 3870 is by no means old, not to mention it is a DirectX 10.1 card to boot. :p

Edit: ATI Radeon 3870 (After the 9800 series, they reset their numbering scheme; hence your understandable confusion no doubt.)

Regarding "Constants" and "Enhancements", I don't think you can create a separate loadable mod file as they're part of the core game files; I'm not doubting you, but I don't see why some things in the data directory would be modifiable and some things wouldn't be. I haven't played the game in over a year, but wasn't there a way to get the game to show Prefect/Engineer coverage via color-coding the roads? Or was that only for god coverage? (I know the "Fire Risks" and "Collapse Risks" overlays color-code the buildings accordingly, but that's not what I'm askin...
