Since there is a forecast how good the next flood will be, you should set the flood before this appears.
I have done this before, but I didn't experiment much how long before I should set it. I think I just fired the trigger the moment the previous flood came.

I usually have 4-8, depending on how big I plan the city. 4 for smaller goals, 6-8 if hordes of workers for big monuments or many soldiers are needed.

I had cities with up to 23 nobles, but I tend to keep their number low. Never really needed more than 8 even in very demanding scenarios.

It's difficult to say, since it highly depends on the kind of city you are building and on the scenario goals you try to reach. Roughly I'd say I build as many as I have sets of common shops. In the royal district I need only one usually, since only priests live there who'd need to get food from one...
