No, need 2 at least for just the shrines. With temples and cult temples they take even longer to walk all the way in, start services and walk out so need a few extra to cover the time difference there.

Is the scribe busy doing something else such as shopping/going to the temple/getting cured? Do you have servants as they can help share the burden, leaving him more leisure time?
