No, but if they are not working at the quarry they don't eat any bread, so you don't really need to worry about them. If your quarry plot is not up to level 12 already, you can use those workers later. Otherwise, you're stuck with them but they won't cost you anything. :)

They do seem a bit cheap. In bread cost terms, the Mediterranean costs less than the Tomb quest.

i.e. 2,250 bread for ships plus 1,500 more bread makes it 3,750 compared to Tomb at 5,000.
