Question City of Cyrene

Is it intentional that you can build walls across the water on this city? I haven't managed to en-circle my city through constant crashes and now the server outage so I'm not sure if the walls need to cross all these bodies of water or not to be effective. I even managed to build roads on the water aswell though no-one would use them (only released that when the cities population started to flee as several of my resources were cut off).
So is the city a bit odd or has something really weird just happened to mine?
It's entertaining though

I never heard of walls going across water, although I haven't been to that map yet.

Yup & it's funnier than hell too!

If you don't build them waaay out into the lakes, they won't be considered "complete"! Probably considered shallow water.

PS ~ Enemy will use the lakes too! unless you do the "extra" walling, so it definitely needs them.
