bug can't send goods to other city

I want to send jewelry from my second city to my first. I've got exchange, market level 1 (upgrading to level 2) >80 jewels and a boat
I go to the exchange, input 50 jewelry to send, it changes automatically back to 49, twinkles very fast for a while then settles to -49 and it tells me 'Error:
You didn't select anything to send, or don't have any ships currently available." If I try to send 12 it settles for 0.

The market isn't needed.

You need a ship in both cities. You probably do have but its all I could see.

You don't need a ship in both cities but I believe you do need an exchange in both cities.

Don't need that either - a ship and an exchange in the source city is all you need. I shipped bricks to my second city to build its exchange, so I am 100% certain of that.
