BUG: Ship production stalled at 10

Resources are being consumed, but no new ships are being produced.

What's the level of your exchange? If it's level 2, you can only have a maximum of 10 ships. Also, the green/red numbers in the overview at the bottom only reflect theoretical production/consumption: production will halt if you reach the limit for ships (or other stored goods) and no resources will be consumed, even though it may say you lose 10 cedar/hour.
