SUG: Transfer ships

I think we should be able to transfer ships between cities in our empires, just like we can transfer goods. i.e. We should be able to ship goods in a ship to another city, and leave the ship there (if there's room in the exchange).

I agree with this idea and would like to add to this suggestion. Why not allow cedar producers the ability to sell ships? Of course, players would be required to have an Exchange built or some type of port to receive and accommodate the ships. Laborers would still be needed at the Exchange or port to load and off load goods.
