Default Townhouses

I am new to the game (a few days) am in Nekhen easy, need six luxury townhouses, five of them evolved fairly early, it took a long time to get the sixth to medium estate despite the fact they had all of the enhancements.
pool
wall
shrine
family tomb
servant
fruit grove
yacht


It has now been several game years at this level with absolutely no complaints but they still won't evolve to luxury, is there something else I am missing. I really like the game but this doesn't make any sense.

I had the same problem early on. I was able to resolve it when I realized that they needed to have plenty of food and access to imported luxuries like monkeys, spices and furs. Prestige helps too.

That isn't quite the case, although it seems to ease the demand on your normal luxury shops.

I already had 5 luxury estates just using the shops I could build, then an odd thing happened the estate in my lower left devolved to medium estate, then a few minutes later the one I was having trouble with went luxury(I think the game was playing with me!) it finally resolved the situation, but it took me 28 years of playing time.

As far as I know, if you have enough resources/perks to evolve your nobles, but one's not evolving, it's their amount of food. If this happens to you again, try "edicting" them food several times. This solution has worked in the past.

Try boosting the medical in the vicinity of the slow developing nobles -- alot of efficiency is wasted having shopkeepers etc have to go across town to get treatment -- it can significantly increase local output/availability of all goods and probably get you past whatever supply/income loop problem those nobles are stuck in...

When is a Townhouse luxury ?
When they earn a lot of money (food). So give them all the farms that this house can support.
