I generally have 2-4 scribes dedicated to 'assess taxes'. If they only do that during planting season would there be any benefit to changing them to 'do all tasks' during harvest and flood?

I generally don't bother to change their settings either. Probably by the time I got finished I'd have to go back and turn them back on again. the flood season doesn't last all that long.

Sometimes my scribes assess taxes during harvest as well as during planting. Do they ever actually catch fields during this season that they had missed before?

No. They don't makeup for what they missed. If you have a lot of fields "not counted" at the end of the year you need more scribes counting fields. I try to place my scribe homes in dispersed areas near the flood plain so they won't all be running around the same fields together.

Scribes stop counting at about 9:30 PM Peret II. They can go to the floodplain counting after that, but it doesn't do anything.
