is this a glitch or am i missing something?

i'm playing a military conquest type level and once i defeat the enemy forts there is usually a nearby city that will give me stuff if i supply troops but for some reason the little yellow trade hand isnt there. i have all the troops, prestige and food i need to make the trade but the hand never appears. i can still trade with cities that dont require troops. help?

It could be, but more likely you are just missing some required element before hand becomes available. What city are you playing? Is this a regular scenario in the game campaign, or are you playing a custom made 3rd party scenario?

Sometimes a navy officer and ship are required.
