Obviously there is a trick to this that I haven't discovered, but still enjoyed it as far as I got.
There is a limit to the villagers arriving to the underworld, and if you haven't deleted homes and workshops and thus causing people to move out there shouldn't be more than 35.
The quest is easy to solve early in the game, when there are a lot of open jobs. later, when most workers are recruited from farmer children it gets trickier. If you already have built all needed workers you can try to build more nobles and very many new farmers and shops for them.
If that doesn't work either and you have just too many children taking these new jobs, there is still a dirty trick you can use (highlight to read):
Pause the game, and delete all villager huts and vagrant tents on the map. Start the game at slow speed again, and immediately nuke any hut or tent that gets build again before it is ready. Having no huts and tents for a while will trigger your quest to be solved eventually.
