Police and criminals

I have never noticed a particularly high criminal activity and so haven't concerned myself with this aspect of the game.

However, I recently dabbled a bit with it and came up with a few questions.

The police whistle is used to represent law enforcement facilities. I notice that these symbols also hover over over oriental buildings like bath houses, tea houses, and oriental religious buildings; why is this?

After a period of careful watching I caught a glimpse of a whistle with the symbol for a criminal, super-imposed. It was present only for a few seconds. Following this observation, I checked the criminal population count and found it had dropped from 1 to zero as if the image represented an arrest.

What else can be said about criminals and law enforcement?

Warrior Monks and Masters can fight crime. That's probably why you're seeing the whistle over the East Asian themed buildings.
