Because it can happen very early in the game - before they'd even have a chance to get unhappy. :) I've had it happen within the first year on normal, with plenty of food and medical buildings up and running.

I've also watched the housing numbers for the farmers... it will go red (more built than supported), then drop back down and the vagrant number goes up shortly after.

Hiya! It's my first post: I'd just like to mention that i usually keep my game on double speed 100% of the time. Sure, my cities don't end up all pretty, planned and lined and all that: i just like a more 'intuitive' feel from it.
